200+ estates, a single framework, no sites on hold.

Hyde Housing, London & South East · Over 200 estates, 125,000 flats. Operated by UKCPM, powered by Agena Group.

A portfolio of such a scale that scale and attention to detail can quickly become obstacles.

The Hyde Group is one of the largest housing associations in southern England – with a portfolio of around 125,000 homes spread across more than 200 estates between London and the South East. The requirement was clear: a consistent framework for park management across the entire portfolio – without overlooking the individual character of each estate.

Background

A portfolio of this size presents a complex set of challenges:

  • Inconsistent permit regulations, which have developed over time and are often undocumented.
  • Special circumstances, such as sheltered housing, which require a fundamentally different approach to communication.
  • A mix of resident, visitor and shared-use parking within the same areas.
  • Current operational workload of the housing teams.

The dilemma: standardising too early means losing sight of the details. Rolling out too slowly means losing momentum and leaving individual estates stranded in a transitional phase. Hyde needed a partner who could manage both at the same time.

Our approach

Before a single camera was even up and running, the UKCPM team visited all 101 estates in person. Each visit included a meeting with the relevant Neighbourhood Manager. We mapped all the estates into geographical clusters and assigned a dedicated Project and Account Manager to each cluster, who, together with the Hyde team, is responsible for the end-to-end roll-out.

  • Desktop surveys and random on-site visits prior to each cluster rollout.
  • Rolled out region by region, not across the whole country at once.
  • Soft-start phases at every go-live to give residents time to adjust.
  • Weekly communication with the Hyde team.

As part of the contract: four paid volunteer days per year for our team to work on local projects, plus a social value fund. The partnership does not end with the enforcement process.

Result:

A controlled roll-out across a geographically dispersed, operationally diverse portfolio – on time, in phases, and without a hitch, covering 125,000 flats.

  • Taking the pressure off housing teams – refocusing on residents rather than estate management.
  • Fewer complaints thanks to better organisation and fair, transparent rules.
  • Continuous improvement through regular reviews and open communication.
  • Fully compliant with ISO 9001, 14001 and 27001.
  • Social value beyond the contract: four days of volunteering a year, plus a fund.
