A legally compliant end-to-end service for parked vehicles.

Peabody Housing, London & Home Counties · 109,000 homes in its portfolio.
Managed by UKCPM, powered by Agena Group.

A common problem in the housing stock that is subject to legal regulation, closely affects residents and is administratively complex.

Illegally parked and obstructive vehicles on housing estates are not a minor issue. They affect the appearance and safety of communal areas, give rise to complaints from residents – and tie up housing officers in a process that must be carried out in a legally sound manner from the initial report right through to final disposal.
Peabody manages 109,000 homes in London and the Home Counties. Without a structured service, the removal of parked vehicles is slow, inconsistent and a time-consuming task for management.

Background

Peabody needed a process that met three requirements at the same time:

  • Transparent regarding costs and timeframes.
  • Legally sound at every stage – DVLA checks, penalty notices, deadlines.
  • Attentive to residents’ concerns and potential objections.

Previously, the process was fragmented across various service providers via ad hoc requests. Housing officers were unaware of the status of individual cases, communication with residents was inconsistent, and the administrative burden fell on Peabody.

Our approach

We have developed a removal service that is specifically tailored to Peabody’s requirements – easy for housing officers to use, whilst remaining fully compliant with the law.

  • Smart reporting portal – Housing officers report and track cases via a single interface.
  • Compliance at every stage: DVLA checks, correctly prepared Tort Notices, documented deadlines.
  • Close coordination with the property managers for every legal service.
  • Flexible pricing policy – in some cases, items are removed free of charge.

A clear rule: No vehicle will be removed whilst an active objection from a resident remains on the books. All communication with residents is conducted transparently, and the cost of any work carried out outside the estates we manage is clearly stated in advance.

Result:

A measurable improvement in the management of parked vehicles across the entire Peabody portfolio.

  • Over 70 vehicles were towed away in accordance with the law in 2025 alone.
  • A significant reduction in the administrative workload for housing officers.
  • A central portal replaces fragmented responsibilities.
  • Building residents’ trust through proactive complaint management and clear communication.
  • Zero wrongful disposals – every removal follows the full statutory process.
