Everything running smoothly at 100 Estates – without a single operational disruption.
Peabody Housing, London & Home Counties · 100+ Estates. Operated by UKCPM, powered by Agena Group.
Over 100 housing estates in London and the Home Counties – established neighbourhoods with very different histories.
Peabody is one of the UK’s largest housing organisations. It manages over 100 estates, each with its own resident mix, its own history when it comes to parking, and its own level of trust – or mistrust – towards anyone seeking to install a camera system. If anything goes wrong here, it doesn’t just end up with the property management team; in the worst-case scenario, it could end up with the Housing Ombudsman.
The requirement was accordingly: a provider who understands the regulatory framework, takes the relationship between parking and resident retention seriously – and has the scale to roll out a portfolio of this size consistently.
Background
Parking on housing estates is different from any other form of parking. Complaints are not addressed to a centre manager, but to a housing association with a social mission and subject to regulatory oversight. For Peabody, there was an additional factor:
- Each estate has a different mix of residents, a different history and a different level of trust in enforcement.
- Parking conflicts at individual sites that have built up over the years and often remain unresolved.
- A regulatory environment in which tenant satisfaction measures are now publicly comparable.
The biggest risk was not the technology. It was rushing ahead without fully understanding the situation: rolling the scheme out too quickly without consulting residents would have exacerbated, on individual estates, precisely the conflicts that the scheme was intended to resolve.
Our approach
Before a single camera was even operational, the UKCPM team visited all 101 estates in person. Each visit included a meeting with the relevant Neighbourhood Manager to gain a genuine understanding of the situation on the ground and the community’s needs.
On this basis:
- Desktop surveys and sample site visits prior to each rollout cluster.
- A regionally phased, step-by-step roll-out rather than a ‘big bang’ approach.
- Soft-start phases at every go-live – first a warning, then enforcement.
- A dedicated team with weekly communication directly with Peabody.
The guiding principle: the introduction of car park management on an estate where there is a history of conflict is a source of genuine unease for residents. It must feel like a well-thought-out measure – not something that has been decided without consulting them.
Result:
A controlled, phased roll-out across a geographically diverse and operationally heterogeneous portfolio.
- Reducing the workload of housing officers – less time spent on parking disputes, more time for residents.
- Fewer complaints thanks to better organisation and fair, transparent rules.
- No operational downtime at any single estate during mobilisation.
- A long-term partnership with weekly reviews and ongoing optimisation.
- Fully compliant with ISO 9001, 14001 and 27001.
